In Los Angeles, a gang of bank robbers who call themselves The Ex-Presidents commit their crimes while wearing masks of Reagan, Carter, Nixon and Johnson. Believing that the members of the gang could be surfers, the F.B.I. sends young agent Johnny Utah to the beach undercover to mix with the surfers and gather information.

… A near-perfect action film directed by Kathryn Bigelow with frenzied intensity, and it never seeks to patronise its own material or its audience.

A lot of the snap comes, surprisingly, from Mr. Reeves, who displays considerable discipline and range. He moves easily between the buttoned-down demeanor that suits a police procedural story and the loose-jointed manner of his comic roles.
